Ferris Fowler was a King of Stone and Sky in Dorne.[1]

Arms of House Fowler. Words: 'Let Me Soar'

History

Not much is known about King Ferris Fowler, but he is remembered for leading 10,000 men in an invasion of the Reach. Likely to his chagrin, however, King Ferris and his army were turned back by the boy king Garth VII Gardener, the “Goldenhand”.[1]
